ISLAMABAD (HRNW): The National Electric Power Regulatory Authority (NEPRA) has clarified that solar consumers who are not connected to the national grid (off-grid) do not require a license, nor is there any such proposal under consideration.
According to NEPRA officials, regulatory rules do not apply to off-grid consumers. These regulations only pertain to users falling under the categories of net-metering and net-billing who are physically connected to the national grid. The new regulations introduce net-billing for new consumers and mandate that all grid-connected solar users, regardless of load, must obtain a license from NEPRA.
New Fees and Regulations:

License Threshold: Previously, NEPRA only issued licenses to solar consumers with a load exceeding 25 kW. Under the new rules, NEPRA will now issue licenses for loads of 25 kW and below as well.

Licensing Fee: NEPRA will charge a fee of Rs. 1,000 per kilowatt for the issuance of these licenses.

Previous Procedure: Formerly, consumers with up to 25 kW load obtained approval from their respective DISCO (Distribution Company) without any additional fee.
Authorities emphasized that these changes are aimed at streamlining the newly introduced net-billing system and bringing all grid-integrated power producers into the regulatory framework.
