Adopted with 13 votes in favor and two abstentions (Russia and China), the resolution underscores that these strikes—which have targeted Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the UAE, and Jordan—constitute a “serious threat to international peace and security.” The Council also expressed grave concern over interference with international navigation through the Strait of Hormuz, a vital artery for the global energy trade.
