Karachi (HRNW) – Transparency International Pakistan (TIP) has demanded an immediate, transparent, and impartial investigation into alleged procedural irregularities and possible manipulation in the Annual Development Programme (ADP) of Sindh for the fiscal year 2026-27 during the budget preparation process.
In a letter issued on 17 July 2026, Transparency International Pakistan stated that it received a complaint alleging that certain unauthorized changes were made to approved development schemes and budget allocations of various departments through the newly introduced Budget Book Making System (BBMS) developed by the Planning & Development (P&D) Department.
According to the letter, the objective of BBMS was to make the budgeting process digital, transparent, and easier to monitor. However, the complaint alleged that after budget approval, the Culture, Tourism, Antiquities and Archives Department formally pointed out on 18 June 2026 that the development portfolio uploaded in BBMS differed from the portfolio submitted by the department for approval, resulting in changes to development schemes and fund allocations.
The document stated that on 7 July 2026, the Chief Secretary Sindh suspended only two junior officers in connection with the matter. However, Transparency International Pakistan questioned whether holding only subordinate officials responsible was sufficient, stating that a complete forensic and administrative audit of the entire budget-making process was necessary to identify the actual individuals responsible.
In its preliminary assessment (Prima Facie review), TIP stated that the allegations appeared to require serious examination. The organization recommended that the P&D Board review all electronic records, audit trails, log files, and approval records of the BBMS system to determine when, by whom, and for what purpose any alleged changes were made.
Transparency International Pakistan has urged the Chief Minister of Sindh to:
- Conduct a complete, transparent, and impartial inquiry through the P&D Board.
- Carry out a forensic review of BBMS electronic records, audit trails, and digital logs.
- Take legal action against responsible officials and authorities if the allegations are proven.
- Ensure accountability throughout the decision-making chain instead of limiting action only to junior officers.
Copies of the letter have also been sent to the Chief Secretary Sindh, Minister for Planning & Development, Chairman P&D Board, Minister for Culture, Secretary Culture, and Registrar Sindh High Court.
Transparency International Pakistan clarified that it is not the complainant in this matter but is acting as a whistleblower under Article 19-A of the Constitution of Pakistan, drawing the attention of relevant authorities towards protecting the public’s right to information and ensuring transparency, accountability, and rule of law.
