Washington, D.C., United States (HRNW): Four major human rights organizations — the American Friends Service Committee, Center for Constitutional Rights, Human Rights Watch, and Open Society Justice Initiative — have filed a federal lawsuit challenging U.S. sanctions targeting officials and staff associated with the International Criminal Court (ICC). The case, announced on 11 August 2026, argues that the sanctions violate constitutional protections and interfere with lawful human rights advocacy.
The organizations say the measures create serious concerns for human rights defenders, lawyers, researchers, and civil society organizations working on international justice. They argue that sanctions can have a broader chilling effect on organizations cooperating with the ICC or advocating for accountability for serious international crimes.
Human Rights Watch and its partners are seeking judicial intervention to challenge the restrictions and protect the ability of civil society organizations to conduct research, advocacy, legal work, and public-interest activities connected to international justice.
