Islamabad, Pakistan (HRNW): The United Nations Development Programme (UNDP), with financial support from the European Union, has launched Pakistan’s first Rule of Law Forum, bringing together senior judges, government representatives, legal experts, civil society organizations, academics, development partners, and human rights advocates to discuss the future of accessible, inclusive, and people-centred justice in the country. The initiative marks an important step toward strengthening justice sector reforms and improving access to legal services for all citizens.
The forum was organized under the EU-funded Deliver Justice Project, a programme designed to support justice sector modernization, institutional reforms, and improved public confidence in legal institutions. Participants explored emerging issues that are increasingly shaping justice systems, including climate justice, commercial justice, digital transformation, and the growing role of artificial intelligence within judicial processes.
The event brought together representatives from Pakistan’s judiciary, government ministries, bar associations, universities, civil society organizations, and international development agencies. Discussions focused on improving coordination among institutions while ensuring that justice systems remain transparent, efficient, inclusive, and responsive to the evolving needs of society.
Human rights advocates participating in the forum emphasized that accessible justice is fundamental to protecting constitutional rights, strengthening democratic governance, and ensuring equal treatment before the law. They highlighted the importance of removing barriers that prevent vulnerable communities—including women, children, persons with disabilities, minorities, and economically disadvantaged populations—from obtaining effective legal remedies.
Another major theme of the forum was the responsible use of emerging technologies within judicial institutions. Experts examined how artificial intelligence and digital innovations can improve case management, court administration, legal research, and public access to justice while safeguarding privacy, fairness, transparency, and internationally recognized human rights standards.
Climate justice also featured prominently during the discussions. Participants explored how environmental degradation, climate-related disasters, and resource challenges increasingly affect communities and create new demands on legal institutions. Experts stressed that effective justice systems must be capable of addressing environmental disputes while protecting the rights of affected populations through fair and timely legal processes.
UNDP reaffirmed its commitment to supporting Pakistan’s justice sector by encouraging innovation, institutional cooperation, legal reform, and capacity building. The organization noted that strengthening the rule of law contributes to sustainable development, economic stability, social inclusion, and the protection of fundamental human rights.
