In recent reporting, HRW documented incidents — including assaults on prison facilities and ballistic missile strikes impacting populated areas — that “likely constitute war crimes” under international humanitarian law. It also notes continued ill-treatment and enforced disappearances tied to deeply repressive tactics. HRW’s broader 2026 Iran rights review stressed that regardless of the belligerents, “human rights apply to all,” and protections for civilians are paramount amid military escalation.
The group urged urgent independent investigations into alleged violations and strong protections for detainees and non-combatants.
