Moscow, Russia (HRNW): Russia has formally designated the New York-based Human Rights Foundation (HRF) as an “undesirable organization,” effectively prohibiting the foundation from conducting activities inside Russia and exposing Russian citizens who cooperate with it to potential criminal liability. The decision was announced by Russia’s Prosecutor General’s Office on 7 August 2026.
The Human Rights Foundation, chaired by Yulia Navalnaya, has been involved in international advocacy concerning political freedom, democratic governance, and human rights. Russian authorities cited the foundation’s criticism of Russia’s political system, its advocacy concerning sanctions, and its relationships with other organizations already designated by Russian authorities as reasons for the decision.
The designation has generated renewed concern among international human rights advocates over the shrinking space for independent civil society organizations in Russia. Under Russia’s “undesirable organizations” framework, organizations placed on the list can face severe restrictions, while Russian nationals cooperating with them may face legal consequences.
The Human Rights Foundation rejected the Russian government’s characterization of its work, with its legal and policy leadership arguing that the designation demonstrates the pressure facing organizations that criticize authoritarian practices.
