MOSCOW, RUSSIA (HRNW) — Amnesty International has called for the reversal of a European Court of Human Rights decision to remove 879 applications against Russia from its list of pending cases, warning that the move denies hundreds of victims a chance to seek truth, justice and reparation.
The European Court of Human Rights announced on September 3 that it had struck the applications from its list, including cases concerning alleged violations involving fair-trial rights, freedom of expression, detention conditions, property rights and freedom of movement. Amnesty International strongly criticized the decision in a statement published September 4.
Amnesty said some of the applications contained potentially well-founded allegations of violations of the European Convention on Human Rights. The organization argued that victims should not lose access to justice because of limitations in court resources or Russia’s refusal to implement previous judgments.
Among the cases affected were applications involving human rights defender Oyub Titiev, opposition activist Andrei Borovikov, the Russian-Chechen Friendship Society, Stanislav Dmitrievsky and politician Lev Shlosberg.
Amnesty is urging Council of Europe member states to ensure that the European human-rights system has adequate financial and human resources and to use available mechanisms to pursue accountability for violations.
Russia was expelled from the Council of Europe in March 2022 and ceased to be a party to the European Convention in September 2022, although the ECtHR retains jurisdiction over violations committed before that date.
