Punjab Assembly Passes Ordinance Making Chief Minister the Controlling Authority of Education Boards

Lahore (HRNW) The Punjab government has passed the Punjab Boards of Intermediate and Secondary Education (Amendment) Ordinance 2025 from the provincial assembly, bringing major structural changes to the governance of education boards.

According to details, the powers of the Punjab Boards of Intermediate and Secondary Education have been redefined, with the “Chief Minister” now declared the head and controlling authority of all boards instead of the “Government.”

The ordinance was approved by majority vote. Under the new law, vacant positions in the education boards can also be filled from the private sector, which has now been made eligible for appointments. All appointments will require approval from the Controlling Authority.

In the amendment to Section 12 of the 1976 Act, private-sector representation has been formally added after the mention of “other boards.” The Secretary of the Higher Education Department has also been included in the Controlling Authority, which will now function under the leadership of the Chief Minister.

Furthermore, an amendment to Section 13 replaces references to the Controlling Authority with the “Secretary to Government, Higher Education Department.” Under the amended Section 14, all board officers will be appointed with approval from the Controlling Authority.

After the amendment to Section 20, new rules regarding employee performance and discipline have been introduced, and immediate appointments to vacant posts will be made under the updated ordinance.
