Rampant Illegal Construction in Scheme 36 Blatantly Ignored by SBCA Officials; Builders Allegedly Boast of PKR 2 Million Bribe

Karachi (HRNW): Defying all building codes and regulatory frameworks of the Sindh Building Control Authority (SBCA), massive illegal construction is reportedly underway in Scheme 36, Karachi. Local SBCA field officers deployed in the area have completely turned a blind eye, allowing the builder mafia to operate without fear of accountability.

Unapproved Extra Floors Erected on Plot RZ-181

According to local sources, unlawful construction of second and third floors is taking place at Plot No. RZ-181, Block 11, Scheme 36. The builders have failed to secure any official approvals, layout sanctions, or structural stability NOCs from the authority, posing a severe threat to neighboring infrastructure and public safety.

Builders Allegedly Brag About Bribery

Area residents and whistleblowers have disclosed that the builders behind this unauthorized project, identified as Saad and Ayub, have openly boasted about their impunity. The duo allegedly claimed to have bought off the deployed SBCA monitoring team with a hefty bribe of PKR 2 million, which has ensured absolute silence and inaction from the regulatory staff.

Residents Demand Urgent Action from DG SBCA

Expressing severe resentment over this unchecked lawlessness and institutional collusion, the residents of Scheme 36, Block 11, have appealed to the Director General of the SBCA, Muzammil Hussain Halepoto, for immediate intervention.

The affected community demands that the DG issue demolition orders for the unapproved floors, seal the property, and initiate strict departmental and criminal proceedings against both the corrupt builders and the colluding field officers. Residents emphasize that such unchecked violations test the credibility of the SBCA’s newly introduced town-based management system.
