KARACHI: The Court of Special Judge Anti-Corruption (Provincial) has initiated major legal proceedings against senior officials of the Sindh Building Control Authority (SBCA). The court has issued bailable warrants for the arrest of the Director of SBCA East and three others following allegations of corruption, criminal negligence, and the illegal conversion of a residential plot into a commercial project.
Case Overview and Findings
After keeping view the arguments made by the complainant`s advocate Nadeem Ahmed Jamal Advocate the order, dated May 6, 2026, stems from a direct complaint (No. 06/2026) filed by citizen Afaq Hussain. Key details from the judicial order include:

The Violation: A residential plot located at No. FL-8/8A, Block 7, Gulshan-e-Iqbal, Karachi, was illegally converted into a commercial construction.

Abuse of Authority: SBCA officials originally declared the construction illegal and sealed the premises, yet they later deliberately allowed the reopening and continuation of construction without lawful approval.

Connivance: The court noted that these actions clearly prove connivance and undue favor extended to private beneficiaries.

Prima Facie Evidence: The judge stated that the complainant established a prima facie case against the respondents for offenses punishable under sections 161, 166, 217, 218, and 34 of the PPC.
