Karachi (HRNW): The Director General of the Sindh Building Control Authority (SBCA), Muzammil Hussain Halepoto, has clarified that no new seats or vacancies have been created within the authority. He emphasized that the sole objective of the recent official notification is to structurally organize and mobilize the existing workforce under a newly introduced town-based management system.
Necessity of Decentralized Oversight in Karachi
The Director General noted that local level supervision has become absolutely indispensable for managing building control and construction monitoring across a vast and densely populated megacity like Karachi.
According to Halepoto, transitioning to this decentralized administrative model will significantly accelerate, streamline, and strengthen ongoing enforcement operations against illegal constructions, severe violations of approved blueprints, and structurally hazardous buildings.
Administrative Reforms for Public Benefit
Reiterating the internal nature of the shift, the DG stated that the existing officers and field staff are already performing their statutory duties, and no additional administrative posts have been added during this operational restructuring.
The reform is purely a structural modification designed to facilitate bottom-up execution. This will enable swift approvals of building plans, efficient on-ground monitoring, and direct, prompt redressal of public grievances.
Muzammil Hussain Halepoto expressed firm confidence that the practical implementation of the town-based framework will render the SBCA a highly efficient, transparent, accountable, and citizen-friendly regulatory institution.
