Islamabad (HRNW)- A confidential intelligence document cited by Pakistani and Afghan media has alleged coordination between India’s Research and Analysis Wing (RAW), Afghanistan’s Taliban intelligence authorities, and militant groups involved in attacks inside Pakistan. The allegations have not been independently verified, and both India and Taliban authorities have previously rejected similar accusations.
According to the report cited by The News and Afghanistan International, a network involving RAW, Afghanistan’s General Directorate of Intelligence (GDI), and senior Taliban figures was allegedly established in 2025 to facilitate militant activity against Pakistan. The document reportedly describes several meetings in July 2026 involving representatives of the groups.
The document further alleges that representatives linked to RAW and the Taliban intelligence apparatus agreed to provide financial support for coordinated attacks by the Balochistan Liberation Army (BLA) and Tehreek-e-Taliban Pakistan (TTP). It claims that more than $7.8 million was provided by RAW for the alleged operation.
The report also refers to an alleged August 26 meeting in Kandahar, attended by figures associated with the BLA, TTP, and Al-Qaeda. According to the cited Pakistani intelligence sources, discussions included manpower, weapons, and logistical support for militant activity in Balochistan.
Another allegation in the document concerns a Taliban administrative directive reportedly ordering the release of weapons and ammunition to an organization identified as the “Baloch Refugee Coordination Office.” Pakistani intelligence officials cited in the report described the organization as a front for the BLA.
The document also alleges that some attacks publicly claimed by the BLA were in fact carried out by TTP and Al-Qaeda-linked personnel, with responsibility allegedly shifted to the BLA to conceal the involvement of sanctioned groups. The report cites the September 4 attack in Ziarat as an example, though these claims remain allegations contained in the intelligence assessment.
The allegations come amid continuing security tensions along the Pakistan-Afghanistan border. Pakistani authorities have repeatedly accused militants of attempting to enter the country from Afghanistan, while Taliban officials have rejected accusations that Afghan territory is being used to conduct attacks against Pakistan.
The reported intelligence findings have added to ongoing diplomatic and security concerns between Islamabad and Kabul, while the details contained in the confidential document remain subject to further independent verification.
