Islamabad (HRNW)- The Federal Ombudsman Secretariat for Protection Against Harassment (FOSPA) has imposed a Rs500,000 fine on a government official for repeatedly using derogatory language against a female colleague, including comparing her to a transgender person because she did not have children.
According to a FOSPA spokesperson, the official posted offensive and humiliating messages online as part of a departmental rivalry. The accused repeatedly targeted the complainant’s inability to have children and used comparisons with the transgender community in a derogatory manner.
According to the ombudsman’s decision, documentary evidence showed that the accused deliberately used gender-based derogatory language as a means of humiliating the complainant.
The decision further stated that using terms associated with transgender identity as insults is not merely offensive language but also reinforces harmful stereotypes against an already marginalized community.
FOSPA emphasized that such discriminatory conduct has no place in a professional workplace and reflects unacceptable behavior toward a vulnerable segment of society.
