NAB Intensifies Investigation into Illegal Construction Racket in Karachi

KARACHI (HRNW) – The National Accountability Bureau (NAB) has accelerated its investigation into widespread illegal commercial and residential constructions in Karachi, targeting former Director General of the Sindh Building Control Authority (SBCA), Agha Maqsood Abbas, and other high-ranking officials.

Scope of the Investigation

NAB is currently probing over 200 commercial and residential structures, including 18 major high-profile projects across the city. The bureau has issued formal directives and proformas to the SBCA, demanding comprehensive records of these constructions. The requested data includes:

  • Approvals and Challan Fees: Details of building permits and payments made to the national exchequer.

  • Violations and Completion Certificates: Records of building code violations and the issuance of completion documents.

  • Administrative Actions: Details of any previous enforcement or disciplinary measures taken.

  • Financial Loss: Assessment of the loss caused to the national treasury through illegal regularizations or waivers.

High-Profile Projects Under Scrutiny

The investigation covers several prominent developments across various districts. Specific projects whose records have been sought include:

  • Manzoor Colony Area: Diamond Residency and Golden Defense Tower.

  • Tipu Sultan & Shaheed-e-Millat Roads: Roshan Tower and Ocean Tower.

  • Defense View: Defense View Apartments, Royal Tower, Defense Skyline, and Defense Residency.

  • Tariq Road & PECHS: Abdullah Homes, Emerald Royal Residency, Saima Paari Glories, and Dilkushan Heights.

  • PECHS Block 6: Multiple ongoing constructions on various plots.

Strict Deadlines for SBCA Directors

The SBCA focal person has issued written orders to the Directors of Central, South, East, Korangi, Malir, West, and Keamari districts, as well as the One-Window and Single-Window Facility cells. All directors have been strictly instructed to provide the required records to NAB by March 30 at 5:00 PM. This follows a preliminary request sent by the bureau last month as part of its ongoing inquiry into the alleged corruption and systemic irregularities during the tenure of the former DG and his subordinates.
