Finland Opens €9 Million Humanitarian Mine Action Grants for International NGOs

Helsinki, Finland (HRNW) – Finland’s Ministry for Foreign Affairs has opened a new 2026 Call for Proposals for Humanitarian Mine Action, inviting eligible international non-governmental organizations (INGOs) to apply for project-based funding covering the period 2027–2029. The call has a maximum total allocation of €9 million.

🌍 Scope of Funding

The programme will support humanitarian mine action activities including:

  • Mine clearance and demining
  • Explosive ordnance risk education
  • Victim assistance
  • Stockpile destruction
  • Mine-action advocacy
  • Local capacity building

Priority funding areas include Ukraine, Syria, Palestine, and global humanitarian mine-action support.

💰 Funding Range

The total available funding is up to:

€9 million for 2027–2029

Maximum allocations include:

  • Ukraine: €6 million
  • Syria: €1.5 million
  • Palestine: €1 million
  • Global support: €500,000

The Ministry may award funding to one or more eligible applicants depending on the evaluation and available budget.

📋 Eligibility Criteria

Eligible applicants must be International NGOs that:

  • Are legally registered as nonprofit organizations
  • Have operated for at least three years
  • Have operations in at least three countries
  • Have annual expenditure of at least €3 million in each of the previous two financial years
  • Have managed at least €2 million in qualifying development-cooperation grants during 2023–2025
  • Have funding from at least two other sources
  • Maintain appropriate financial, risk-management and safeguarding systems

Applicants must also provide at least 10% own financial contribution toward eligible project costs.

Interested organizations should:

  • Review the official call documentation
  • Prepare a three-year project proposal
  • Complete the online application form
  • Provide audited financial statements and organizational documents
  • Submit the required human-rights, gender and monitoring information
  • Submit the completed application through the official Finnish government grant portal
