Sindh High Court Sets Aside Order to Block National Identity Card

Karachi, Pakistan (HRNW) — The Sindh High Court has declared null and void a lower court’s order regarding the blocking of a citizen’s national identity card, issuing a significant ruling on the matter.

Justice Muhammad Hassan Akbar issued a written judgment in a financial dispute case concerning the blocking of a national identity card, following a petition challenging the order.

The court observed that blocking a national identity card is unlawful and constitutes a violation of fundamental rights. It further noted that no law provides for the blocking of identity cards, and the Supreme Court has already clarified that there is no legal provision authorizing such action. The court also stated that under criminal procedural law, there is no basis for blocking identity cards.

In its detailed order, the court highlighted that even under the NADRA Ordinance 2000, the practice of blocking identity cards is discouraged, as it severely disrupts a citizen’s life.

The court emphasized that blocking an identity card affects access to education, healthcare, employment, and banking services, effectively paralyzing an individual’s ability to function in society.

It is worth noting that the petitioner, Muhammad Rashid, had challenged the order of a Senior Civil Judge (South) regarding the blocking of his identity card.
