Lahore (HRNW) – The Board of Revenue Punjab, through a significant notification issued on 13 July 2026, has introduced major reforms to the province’s land record and property registration system. The initiative aims to enhance transparency, prevent fraud, and modernize land transactions by implementing a fully digitized land records system across Punjab.
According to the notification, in all areas where land records have already been computerized, only the Naqal Arazi Record (Land Record Copy) issued through the Punjab Land Records Authority (PLRA) will be considered valid for property sale, purchase, mutation, registration, and other land-related transactions. The document will be issued strictly in accordance with PLRA’s prescribed procedures.
For areas where land records are still maintained manually, the Copy of Revenue Record / Naqal Arazi Record will continue to be issued from the traditional revenue record under the provisions of the Punjab Land Revenue Rules, 1968, until the digitization process is completed.
The notification further directs the Punjab Land Records Authority (PLRA) to establish a digital verification system that will enable online authentication of issued land record copies. The verification mechanism will also be integrated with the province’s E-Registration system to prevent the use of forged, altered, or unauthenticated land documents during property registration.
The Board of Revenue has instructed all concerned authorities to complete the digitization of all remaining manual land records across Punjab within three months, ensuring a uniform, secure, and technology-driven land administration system throughout the province.
Legal and property experts believe the reforms will significantly improve transparency in real estate transactions, reduce opportunities for fraud, strengthen public confidence in the land registration process, and provide faster and more reliable services to citizens.
