IMF Estimates Collective Rs 10.78 Trillion Collection from Petroleum Levy Over Next 5 Years

ISLAMABAD (HRNW) – The International Monetary Fund (IMF) has released its latest report, laying out an aggressive roadmap of “potential targets” for petroleum levy collections in Pakistan over the next five fiscal years.

According to the projected targets detailed by the IMF, the federal government is expected to collect a staggering Rs 1,727 billion during the upcoming fiscal year 2026-27. This target is set to scale up progressively in the subsequent years, aiming for Rs 1,915 billion in FY 2027-28, Rs 2,131 billion in FY 2028-29, and Rs 2,370 billion in FY 2029-30. By the fiscal year 2030-31, the potential petroleum levy collection target is estimated to reach a high of Rs 2,637 billion.

Cumulatively, the total collection target under the petroleum levy over these five fiscal years amounts to an astounding Rs 10,780 billion, indicating a structured plan to extract nearly Rs 10.78 trillion from consumers through fuel taxation over the next half-decade.

This multi-year revenue generation plan follows an already heavy period of fuel taxation. Financial reviews show that during the four-year period spanning from fiscal year 2022-23 to the current fiscal year 2025-26, the current administrative setup has already extracted a hefty sum of Rs 4,365 billion from the public under the head of the petroleum levy.
