Section 133 of the Criminal Procedure Code — a law that gives ordinary citizens the power to fix the problems in their own neighborhoods… the very problems that governments and municipal departments often ignore.
Yes, you heard right.
If there’s an open manhole…
a pile of garbage…
a burst water or sewage line…
a blocked road…
or a factory, workshop, hotel, or market causing pollution or danger…
Section 133 empowers the court to order immediate action — sometimes within days.

What exactly is Section 133 CRPC?
Section 133 is part of Pakistan’s Criminal Procedure Code, commonly known as the CRPC.
This section deals with “Public Nuisance” — meaning any situation that causes danger, discomfort, or harm to the public at large.
If something, someone, or some institution creates a risk to public life, safety, or health, the court can issue urgent orders to remove that danger.
Where is this section used?
Section 133 is frequently applied when:
- An open manhole becomes a threat to lives
- A water or sewage line bursts
- Illegal encroachments block public pathways
- A factory emits toxic smoke or chemicals
- Garbage dumps cause disease
- Illegal constructions block drains, streets, or nullahs
- A structure (wall, building, bridge) becomes unsafe and may collapse
In short — anything that endangers public life or creates widespread inconvenience falls under Section 133.
Who can use this law?
Anyone.
- Any ordinary citizen
- An NGO
- A social worker
- A neighborhood or residents’ committee
- Even police or the Deputy Commissioner can initiate action themselves
This law belongs to everyone —
It belongs to YOU.
How do you use Section 133? — The Procedure
The process is straightforward:
1️⃣ File an application to your area’s Magistrate.
Before that, give one written complaint to the relevant department or police. If they do nothing within a few days — go to the magistrate.
2️⃣ Write clearly:
- What the problem is
- How it is harming the public
- Since when it exists
- Attach photos/videos as evidence
3️⃣ The Magistrate immediately issues a notice
calling the responsible authority, department, or person.
4️⃣ The Court can order that the issue be fixed immediately.
If the authorities fail to act:
5️⃣ Penalties, fines, and legal action follow
and in some cases, the administration directly intervenes and fixes the problem.

Why is Section 133 a power in the hands of the people?
Because when authorities sleep…
when drains overflow…
when streets are broken…
when pollution poisons neighborhoods…
you can use Section 133 to legally force the state to act.
This is one of the fastest and most effective legal tools in Pakistan for public welfare.
Why should the public know this law?
Because:
- People think nothing can be done
- They keep running from office to office
- They wait endlessly for government help
- Meanwhile, the problem worsens
But if you see an open manhole in Karachi, Lahore, Quetta, Peshawar, Islamabad —
you can file a Section 133 request and compel the authorities to close it.
This law saves lives.
What if the court doesn’t take action?
If the Area Magistrate is slow or you’re not satisfied with their order:
- You can appeal before the District & Sessions Judge, OR
- File a writ petition in the High Court asking for enforcement of Section 133
Courts take such cases very seriously because these matters involve public interest.
In the end…
Silence helps no one.
Inaction kills.
Section 133 is not a government tool —
it is the power of the people.
If you want safer streets…
if you want no more children falling in open manholes…
if you want to end the cycle of accidents, pollution, filth, and negligence…
Use this law.
It exists for you.
