KARACHI (HRNW) – On the second day of Eid-ul-Adha, the Karachi division administration, in coordination with the local police, launched a massive city-wide crackdown against individuals violating environmental safety laws. Dozens of citizens and waste pickers were arrested for discarding sacrificial animal waste on roads and ripping open offal bags in public spaces.
According to a formal report presented to the Commissioner of Karachi, several cases have been registered under Section 144 of the Criminal Procedure Code (CrPC) for open littering and disrupting the official sanitation operation.

Enforcement of Section 144 and Regional Crackdowns

Ban on Open Waste Disposal: Commissioner Karachi, Syed Hassan Naqvi, reiterated that Section 144 remains strictly enforced across the metropolitan city. The law categorically prohibits throwing offal or animal remains onto roads, pavements, and open spaces, as well as ripping open disposed waste bags.

Targeted Operations: Administrative and police teams executed joint raids across multiple neighborhoods. Key operations were carried out in Keamari, Model Colony, Gulshan-e-Iqbal, Jamshed Quarters, and Soldier Bazar.

Widespread Offal Crackdown: Additional enforcement actions were conducted in Mobina Town, Shershah, Manghopir, Bahadurabad, Shah Faisal Colony, and Ferozabad, leading to the apprehension of dozens of violators, including scavengers and garbage pickers.
Administrative Supervision and Sanitation Framework

Vigilance Teams in the Field: Under the directions of the Commissioner, specialized vigilance committees headed by Assistant Commissioners have been deployed at the subdivision level. These teams are directly responsible for managing localized sanitation and ensuring the swift collection of offal.

Field Monitoring by Bureaucracy: Deputy Commissioners (DCs) and Assistant Commissioners (ACs) remained active in the field across their respective districts to supervise the lifting, transportation, and safe disposal of sacrificial waste.

Waste Management Infrastructure: Commissioner Karachi Syed Hassan Naqvi confirmed that the Sindh Solid Waste Management Board (SSWMB) has set up 97 designated collection points across the city. Furthermore, 9 specialized trenches have been excavated at the official landfill sites to ensure the hygienic burial of the remains.
The administration has urged the public to cooperate with municipal staff and utilize the designated collection points instead of disposing of waste in public areas, warning that strict legal action will continue against any further violations of Section 144.
