KARACHI: (HRNW) — A Karachi Civil Court has issued an order suspending the Government of Sindh’s notification dated February 4, 2026, regarding the reconstitution of the Workers Welfare Board Sindh (WWBS) Governing Body. The court’s intervention follows a legal challenge questioning the eligibility of several board members appointed to represent the interests of workers.
During the proceedings, the petitioner’s counsel presented detailed arguments asserting that several appointees do not meet the legal criteria for “worker” representation as defined under the Sindh Workers Welfare Fund Act. The legal challenge specifically cited the following discrepancies:
-
Habibuddin Junaidi: It was argued that Mr. Junaidi is a retired employee of HBL Bank and, as such, does not fall under the statutory definition of a “worker.” His continued tenure on the board since the transition of the WWBS from federal to provincial control was described as legally untenable.
-
Nasir Aziz Mansoor & Zulfiqar Shah: The court was informed that neither individual has ever held the status of a worker. Specifically, Zulfiqar Shah was noted to currently hold a position in a private company.
-
Rahmat Shah: The professional qualifications and eligibility of Rahmat Shah were also formally questioned in the petition.
Following these arguments, the honorable court suspended the notification, effectively halting the operations of the current governing body. All concerned members have been directed to appear in person before the court on April 2, 2026, at 08:30 AM to provide a formal justification of their eligibility.
The transparency and legal composition of the WWBS are vital for the welfare of millions of laborers in Sindh. We will continue to track this case to ensure the protection of workers’ rights and public funds.
The integrity of provincial welfare boards is essential for the socio-economic security of the working class. To support our mission of providing verified reporting on labor rights and judicial accountability in Sindh, please consider contributing to our work at hrnww.com/support-us.
