Karachi (HRNW): Transparency International Pakistan (TIP) has written to Sindh Chief Minister Murad Ali Shah, raising concerns over alleged irregularities in the preparation of the 2026–27 Annual Development Programme (CDP) and calling for a comprehensive and transparent investigation.
According to the letter, alleged discrepancies have been identified in Sindh’s development budget, including claims that approved development schemes and allocated funds of the Culture and Tourism Department were altered.
Transparency International Pakistan stated that the Culture Department had earlier written to the Chairman of the Planning and Development (P&D) Board, complaining that development schemes and funding allocations had been changed in the Budget Book Making System (BBMS).
According to the department’s position cited in the letter, the schemes and budget allocations displayed on the BBMS portal differ from the department’s officially approved draft.
TIP also questioned the suspension of junior officials before a thorough investigation into the alleged alteration of data in the Budget Book Making System. The organization argued that suspending junior officers without first identifying those actually responsible could amount to unfair treatment.
The organization urged the Chief Minister to direct the P&D Board to conduct a comprehensive forensic review of the electronic records, audit trails, and other digital evidence to determine whether any unauthorized changes were made and to identify those responsible.
