ISLAMABAD (HRNW): In a major relief for government employees, the Islamabad High Court (IHC) has ordered the immediate release of pending salaries for Phase 3 officers (Grade 16 and above) of the National Cybercrime Investigation Agency (NCCIA). Justice Muhammad Azam Khan, presiding over the case, directed that these officers be allowed to continue their duties on their respective sanctioned posts without any obstruction or hindrance.
The court’s intervention comes following a petition regarding the regularization of contractual employees whose last extension had expired on November 30, 2025. Despite the technical expiry of their contracts, many officers continued to perform their duties. The IHC has now ruled that all such officers must be paid their full salaries and outstanding arrears immediately. Furthermore, the court has restrained the authorities from filling these sanctioned posts with new appointments or taking any adverse action, including termination, against the current Phase 3 officers until a final decision is reached.
During the proceedings, the IHC also took notice of media reports regarding a statement made by the Director General of the NCCIA concerning the potential termination of the petitioners’ services. The court has summoned the complete service dossiers of the Grade 16 and above officers, along with all office memorandums and records related to the regularization process. The opposing parties have been instructed to present the relevant media reports and records before the court in the next hearing to ensure a transparent resolution of the service matter.
