Karachi (HRNW) — The court has nullified the administrative decision declaring Abdul Khaliq Panhyar as forcibly resigned and ordered his reinstatement to the Board of Investment.
The court clarified that an employee has the right to withdraw a resignation before it is officially accepted, and on this basis, the petition was accepted. Lawyers Jahangir Kalhoro and Barrister Fahad Farooq informed the court that Abdul Khaliq Panhyar joined the Pakistan Air Force in 1995, participated in the Kargil War, and later joined the Board of Investment in 2009 through a commission.
Panhyar had tendered a resignation in 2024 due to administrative dissatisfaction, but withdrew it before approval — a fact documented in official records. In August 2025, the administration again declared him resigned, prompting the court to rule the decision invalid.
Following the ruling, Abdul Khaliq Panhyar has resumed his position, and the administration has been directed to respect the rights of employees.
