Lahore (HRNW): In response to the growing use of artificial intelligence (AI), voice cloning, and deepfake technologies, the Punjab government has prepared a significant legislative draft aimed at protecting the digital identity of artists and creative professionals.
According to sources, the proposed law titled the “Punjab Performers Digital Identity and Artificial Intelligence Protection Act, 2026” seeks to impose strict restrictions on the unauthorized use of artists’ voices, faces, and digital identities.
Under the draft bill, explicit, written, and specific consent from performers will be mandatory before using their likeness, voice, or identity through AI technologies. Unauthorized digital replication or cloning will be declared illegal.
The proposed legislation also recommends strict penalties for the creation of fake endorsements, political messages, or misleading content generated through AI, including heavy fines and possible imprisonment.
Sources indicate that the bill proposes up to three years of imprisonment and substantial monetary penalties for violations involving unauthorized AI usage. Severe fines and compensation clauses are also included for breaches of performers’ rights.
The draft further requires all AI-generated content to carry clear disclosure labels, ensuring transparency and preventing public deception between real and synthetic media.
It also stipulates that any AI-based performance or digital usage must involve a separate contractual agreement and fair compensation. Commercial use without consent would be strictly prohibited.
Special protections are proposed for underage performers, requiring parental or guardian consent for individuals under 18. Additionally, the digital identity rights of deceased artists would be protected for up to 25 years.
Furthermore, the draft suggests the establishment of a Digital Rights Registry in Punjab and a broader regulatory framework to govern AI usage across media and creative industries.
Officials say the proposed legislation could become a landmark step in safeguarding artists’ rights in the digital age and may help curb the misuse of emerging AI technologies.
