Federal Government Enforces “Civil Servants Conduct Rules 2026”; Mandatory Asset Disclosure and Social Media Restrictions

ISLAMABAD (HRNW): The Federal Government of Pakistan has officially implemented the Civil Servants Conduct Rules 2026, introducing a stricter regulatory framework for government employees. These new rules aim to enhance transparency within the bureaucracy and ensure that the conduct of public officials remains within prescribed legal and ethical boundaries.

Mandatory Asset Declaration:

Under the newly enforced rules, it is now mandatory for all civil servants to declare their assets. Employees are required to submit comprehensive details of their movable and immovable properties to the relevant authorities. This measure is designed to curb corruption and provide a clear mechanism for accountability within the federal services.

Strict Controls on Social Media Usage:

The 2026 rules also address the digital conduct of government employees. Key provisions include:

  • Authorization Requirement: Civil servants are prohibited from using social media platforms for official or public discourse without obtaining formal permission from the concerned authorities.

  • Content Regulation: The rules restrict employees from sharing information or opinions that could potentially compromise government policies or official neutrality.

Objectives of the New Framework:

Federal authorities have stated that these reforms are essential for maintaining the integrity of the civil service. By regulating social media activity and enforcing asset transparency, the government seeks to bring more discipline to the behavior and activities of state employees, ensuring they remain focused on public service and administrative efficiency.
