Punjab Introduces Stamp Ordinance 2026 to Make Property Transactions Transparent and Secure

Lahore (HRNW)- The Punjab government has enacted the Stamp Ordinance 2026 (Amendment) to make land and property transactions more transparent, secure and easy. Under this amendment, “Assignable Conveyance” has been given regular legal status for the first time.
This important step has been taken in light of the recommendations of the Punjab Land Records Authority, which aims to promote registered and legal procedures by discouraging informal transactions, deed system and file trading in the property sector.
According to the new law, only 1 percent stamp duty and 0.1 percent service charges will be applicable on assignable documents for twelve months, while no additional taxes will be levied during this period. In addition, the transfer and registration fees for agricultural lands have been significantly reduced, which has eliminated the tax gap between urban and rural areas and provided a level playing field for investors.
A transferable document is a legal transfer of property rights that does not require an immediate final sale deed. Through this document, the rights related to the property can be transferred to another person and it is registered in the e-registration system of the Punjab Land Records Authority through the registry. Although this document is not proof of final ownership, it gives the assignee full authority to transfer all the rights of the property.
According to experts, this move by the Punjab government will further strengthen property dealers and investors and will play an important role in making investment in the property sector legal, safe and transparent. Government circles say that these reforms have been introduced under the principles of “transparency, convenience and security”, which will lead to positive changes in the property system in the future.
