ISLAMABAD (HRNW): The Judicial Commission of Pakistan (JCP) has approved the transfer of three prominent judges from the Islamabad High Court (IHC) to other provincial high courts. The decision was finalized during a high-level meeting on April 28, 2026, chaired by the Chief Justice of Pakistan, Yahya Afridi. Following the commission’s recommendations, Acting President Syed Yousuf Raza Gilani officially approved the transfers on the advice of the Prime Minister.

Justice Mohsin Akhtar Kayani: The Senior Puisne Judge of the IHC has been transferred to the Lahore High Court.

Justice Babar Sattar: He has been transferred from the IHC to the Peshawar High Court.

Justice Saman Rafat Imtiaz: She has been transferred from the IHC to the Sindh High Court.
These transfers represent the first application of the 27th Amendment, which allows for the relocation of high court judges between provinces without their mandatory consent. The JCP also decided by a majority vote that any vacancies created by these transfers must be filled through further transfers rather than new initial appointments. While the move is intended to ensure administrative balance, it has faced criticism from legal bodies like the Islamabad Bar Council, which raised concerns regarding judicial independence and transparency.
