Karachi (HRNW) – On the special directives of Pakistan Peoples Party Chairman Bilawal Bhutto Zardari, the Sindh Building Control Authority (SBCA) has decided to expand the scope of its One Window Operation from C-1 to C-4, under which all building plan approvals will now be processed through the modernized system.
The decision was taken during an important meeting of SBCA chaired by Sindh Minister for Local Government Syed Nasir Hussain Shah. The meeting was attended by SBCA Director General Dr. Wasim Shamshad, Additional Director Generals, District Directors, and other senior officials.
The meeting approved several major measures aimed at eliminating illegal constructions across Karachi, improving the administrative structure, and providing relief to citizens.
Addressing the meeting, Sindh Local Government Minister Syed Nasir Hussain Shah made it clear that there would be zero tolerance against illegal constructions and no leniency would be shown towards violations.
He directed all officers to submit detailed reports within 15 days regarding illegal constructions in their respective areas and take effective steps to prevent further violations.
The minister stated that after the given deadline, strict action would be taken without discrimination against any area where complaints of illegal construction are received.
The meeting also decided to establish a special “Vigilance Team” at the provincial minister’s level to monitor the situation and submit daily progress reports. Special teams will also be deployed for the immediate demolition of illegal structures.
To facilitate citizens, the SBCA One Window Operation will now cover C-1 to C-4 categories, allowing all building plans to be approved through the updated system. SBCA officers will also be appointed at the town level to resolve citizens’ issues at their local level.
The minister directed officials to adopt a cooperative and respectful attitude towards citizens visiting SBCA offices.
The meeting also approved the following administrative measures:
- Strengthening of the legal team: The SBCA legal department will be made more effective and active.
- Institutional coordination: Better coordination will be established with KDA, Master Plan authorities, and other relevant institutions.
- Rehabilitation of residents of dangerous buildings: Temporary accommodation arrangements will be made for affected residents of unsafe and dilapidated buildings.
- Suggestions will be included in new local government laws to improve SBCA-related matters, including KPTR and SBCO.
At the conclusion of the meeting, officials were directed not to succumb to any pressure or blackmail and to perform their duties with honesty, courage, and professionalism.
