KUWAIT CITY (HRNW): Kuwait has introduced a fresh set of executive regulations outlining major changes to visa renewals, visit visa categories, and residency permit fees for foreign nationals in 2025. The updated rules were issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef, marking one of the most significant immigration updates in recent years.
The new framework clearly defines eligibility requirements, application procedures, and fee structures for all types of entry visas and residence permits. These changes are expected to streamline Kuwait’s residency system and improve processing efficiency.
Visit Visa Fees Under the New Rules
According to Article 39, Kuwait has set a standard fee of 10 Kuwaiti dinars (KD) for the following nine types of entry visas issued for residency-related purposes:

- Domestic worker recruitment
- Commercial or industrial activities
- Family reunification
- Study-related entry
- Foreign investors
- Temporary government contract workers
- Temporary employment in all sectors
Additionally, a monthly fee of 10 KD will be charged for visit visas issued for:
- Government visits
- Business visits
- Family visits
- Private visits
- Medical treatment visits
- Multiple-entry visit visas
- Tourism visits
- Commercial activity visits

Updated Residency Permit Fees for 2025
Kuwait’s new regulations also revise the cost of residency permits depending on the applicant’s category.
20 KD Residency Permit Fee Applies To:
- Government sector employees (Article 17)
- Private sector employees (Article 18)
- Foreign students (Article 23)
- Individuals formerly classified as stateless (Bedouns) holding foreign passports
- Retired personnel and families of foreign martyrs (Article 30)
- Religious workers, including imams and preachers serving Husseiniyas (Article 31)
10 KD Residency Permit Fee Applies To:
- Domestic workers employed by Kuwaiti households (Article 20)
- Foreign women who are widowed or divorced from Kuwaiti nationals and have children from the marriage (Article 28)
50 KD Residency Permit Fee Applies To:
- Foreign business partners (Article 19)
- Investors (Article 21)
- Foreign property owners in Kuwait (Article 25)
500 KD Residency Permit Fee Applies To:
