Lahore / Punjab (HRNW): In a decisive regulatory move to curb fatal road accidents and enforce commuter safety across the province, the Government of Punjab has passed a stringent new law regarding motorcycle helmet compliance. Under the new statute, riding without a helmet will no longer result in a mere monetary fine; instead, offenders will face the immediate impoundment of their vehicles.
Immediate Impoundment Under Section 115 MVO
According to the official directive released by the Punjab Patrolling Police, any individual caught riding a motorcycle without a protective helmet within the operational jurisdiction of the Punjab Patrolling Police will face severe penalties. The vehicle will be summarily impounded for a mandatory 24-hour period under Section 115 of the Motor Vehicles Ordinance (MVO).
Procedures for Vehicle Reclamation
The Patrolling Police have clarified that impounded motorcycles will not be released prematurely or through casual intervention. To reclaim their vehicle, citizens must strictly adhere to the following statutory process:

The motorcycle must remain in official custody for the full 24-hour duration.

Upon completion of the 24 hours, the owner must present the original vehicle ownership registration documents (Original Smart Card/Book).

The owner must physically produce a compliant safety helmet at the time of reclamation; the vehicle will not be handed over without it.
Zero-Tolerance Policy Enforced Across Highways
Senior officials of the Punjab Patrolling Police stated that field formations, highway checkpoints, and patrolling squads have been heavily deployed with strict instructions to enforce this mandate. The department is operating on an absolute “Zero-Tolerance Policy,” meaning no exceptions, political recommendations, or administrative leniencies will be entertained.
The law is fully functional and legally binding across all designated provincial routes. The Punjab Patrolling Police have issued an urgent advisory to all citizens to strictly ensure the use of safety helmets before embarking on any journey to avoid legal prosecution, vehicle confiscation, and to preserve their own lives.
