Karachi (HRNW) – The Sindh High Court has temporarily restrained the Oil and Gas Regulatory Authority (OGRA) from taking further action against a petroleum company during the hearing of a constitutional petition challenging the regulator’s decision to impose a financial penalty.
The Court also ordered a stay on the recovery of the fine and issued notices to OGRA and other respondents, directing them to submit their replies. The case has been adjourned until 11 August for further proceedings.
During the hearing, counsel for the petitioner argued that OGRA had accused the company of maintaining petrol stocks beyond the prescribed regulatory guidelines and had imposed a fine of Rs. 63 million.
After hearing the preliminary arguments, the Court granted interim relief and sought responses from the concerned parties. The legality of the penalty and the regulatory action will be determined after a detailed examination of the facts, evidence, and applicable law.
From a human rights and rule of law perspective, all individuals and organizations are entitled to due process, judicial review, and a fair hearing. The legality of administrative and regulatory decisions is ultimately determined by the competent courts.
