NEPRA Extends Fixed Electricity Charges to Protected Consumers

Islamabad, Pakistan (HRNW)- The National Electric Power Regulatory Authority (NEPRA) has approved the imposition of fixed electricity charges on protected consumers for the first time, following a request submitted by the Power Division.

Previously, fixed charges were applicable only to non-protected consumers using more than 300 units per month. Under the newly issued decision, both protected and non-protected categories will now be subject to fixed monthly charges.

According to NEPRA’s notification:

Protected Consumers

  • Up to 100 units per month: Rs. 200 fixed charge
  • Up to 200 units per month: Rs. 300 fixed charge

Non-Protected Consumers

  • Up to 100 units: Rs. 275 fixed charge
  • Up to 200 units: Rs. 300 fixed charge
  • Up to 300 units: Rs. 350 fixed charge
  • 301–400 units: Increased to Rs. 400 per month (after a Rs. 200 increase)

The revised billing framework is expected to affect a large segment of residential consumers, including low-usage households previously categorized as protected. Analysts suggest the move may significantly increase monthly electricity expenses for lower- and middle-income families already facing rising utility costs.

Energy sector observers note that the decision could trigger public debate regarding affordability, consumer protection, and regulatory transparency in Pakistan’s power sector.
