1. The First Step: Departmental Complaint
If a police officer or the SHO (Station House Officer) refuses to register your case or harrasses you:

Submit a written application to the District SP, SSP, or DPO.

Crucial Tip: Always keep a photocopied version of your complaint and get it stamped by the office as proof of receipt (Diary Number).
2. Direct Action: The 1787 IG Complaint Center
The most effective internal channel is the 1787 Helpline. This is the IG (Inspector General) Complaint Center.

Complaints made here are electronically tracked.

The concerned officer is required to provide a progress report directly to the IG office.

You can also use the PM Portal (Pakistan Citizen Portal) for federal-level monitoring of your complaint.
3. The Legal Powerhouse: Section 22-A and 22-B
If the police completely refuse to register an FIR or take action, you can move to the Sessions Court through a lawyer.

Justice of Peace: Under sections 22-A and 22-B of the Criminal Procedure Code (CrPC), a judge has the authority to order the police to immediately register an FIR.

The court can also order a change of investigation if the current officer is biased or corrupt.
4. Writ Petition in the High Court
For severe cases involving illegal detention (Habeas Corpus) or grave violations of fundamental rights:

A Writ Petition can be filed in the High Court under Article 199 of the Constitution.

The High Court can summon any police official to explain their actions and can suspend officers found guilty of power abuse.
5. Illegal Detention and Bribes

Article 10 of the Constitution: No person can be detained for more than 24 hours without being produced before a Magistrate.

Bribery: If an officer demands money, contact the Anti-Corruption Establishment (ACE) or the Federal Investigation Agency (FIA) depending on the jurisdiction. They often conduct “raids” to catch corrupt officers red-handed.
