During the hearing, petitioner’s lawyer Tariq Mansoor Advocate submitted that the master plan has not been implemented since 2018, despite the Water Commission requesting its notification. He highlighted that Karachi’s population has reached 35 million, yet the master plan remains unimplemented. Mansoor also cited a recent tragedy in which a 3-year-old child, Ibrahim, died after falling into a gutter.

Justice Chaudhry observed that multiple agencies are involved but lack coordination, questioning whether the local government is responsible for implementing the plan. The Sindh government’s lawyer stated that the Local Government Act places the plan under local authorities, while the petitioner emphasized that over one lakh citizens had signed documents supporting the plan.
