Karachi, Pakistan (HRNW) — In a major administrative overhaul, the Karachi Water and Sewerage Corporation (KWSC) has dissolved its Anti-Theft Cell and established a new, more powerful unit called the Revenue Protection and Enforcement Cell (RPEC).
The newly formed RPEC will operate under the direct supervision of the Chief Executive Officer and will be responsible for curbing large-scale water theft, improving revenue recovery, and ensuring equitable water distribution across Karachi.
According to official sources, specialized enforcement squads will be created at both district and town levels, enabling rapid response to illegal water connections, pipeline tampering, and commercial misuse. The restructuring aims to introduce modern monitoring mechanisms and data-driven accountability to eliminate corruption and inefficiency in the water management system.
Officials say the RPEC’s creation marks a shift from reactive policing to proactive governance, signaling KWSC’s renewed commitment to transparency and financial discipline.
Public representatives and civic groups have welcomed the initiative, urging the corporation to ensure strict enforcement while maintaining public service quality and affordability.
