Karachi (HRNW)- The Senate Standing Committee on Cabinet Division met on January 09, 2026 at Sindh Assembly Karachi in which a briefing was taken on the performance of National Engineering Services Pakistan (NESPAK) and Oil and Gas Regulatory Authority (OGRA). The meeting was chaired by Senator Rana Mahmoodul Hassan. The meeting was attended by Senator Farooq Hameed Naik, Senator Aamir Waliuddin Chishti, Senator Abdul Qadir Khan, Senator Shahadat Awan, Senator Attaur Rehman and Senator Saleem Mandiwala, as well as MPA Saima Agha, MPA Shariq Jamal and MPA Rana Shaukat Ali. The committee was briefed by Additional Secretary Establishment Division and senior officials of NESPAK and OGRA.<\/p>\n
NESPAK briefed the committee about the ongoing development projects in Sindh and Balochistan. It was informed that 82 projects are underway in Sindh with a total cost of Rs 1,558 billion while 17 projects are under completion in Balochistan. The committee expressed serious concerns over the delays and stalling of projects and directed NESPAK to improve the monitoring system and complete the projects on time.<\/p>\n
During the meeting, notice was also taken of the acute water shortage in Karachi and the illegal monopoly of tanker mafia. The members expressed serious concern over this situation and said that the tanker mafia has taken the city hostage and the citizens are being forced to buy water. The committee recommended to the Sindh government to take immediate action against the tanker mafia and improve the existing water infrastructure of Karachi in accordance with the K-4 water supply project.<\/p>\n
The committee also decided that the funding and progress of the K-4 project would be reviewed every six months. It was further suggested that the Senate Standing Committees on Finance, Planning and Cabinet Division along with other relevant committees should hold a joint meeting with the Chief Minister Sindh and provincial stakeholders only on the K-4 project. The Mayor of Karachi, Chief Secretary Sindh and MD Water Board would also be invited to this meeting.<\/p>\n
OGRA briefed the committee that a plan has been made to bring 12,000 petrol pumps across the country under digital system. Under phase one, consumers will be provided with a mobile app and handheld devices through which it will be possible to identify all legal petrol pumps while illegal pumps can also be reported. It was further informed that 15,000 oil tankers will be monitored under the track and trace system developed by the Punjab Information Technology Board (PITB) to identify illegal fuel transportation. In the next phase, digital gauging will also be introduced at petrol pumps to ensure transparency and eliminate corruption.<\/p>\n
