Tokyo (HRNW)-\u00a0Japan has introduced stricter requirements for foreigners seeking permanent residency, with new rules taking effect from October 1, 2026, as authorities place greater emphasis on applicants\u2019 financial independence, compliance with laws and long-term ability to remain self-sufficient.<\/p>\n
Under revised guidelines issued by Japan\u2019s Immigration Services Agency, applicants\u2019 household income will be considered against the average income of Japanese households with a similar number of members. The income criterion applies to applications submitted from April 1, 2026, and also to certain applications already pending when the revised guidelines take effect.<\/p>\n
Immigration authorities will also consider pension-related factors when assessing whether an applicant can maintain an independent livelihood over the long term. The revised guidelines additionally emphasize compliance with legal obligations, including the payment of taxes and public charges and adherence to other requirements applicable to residents.<\/p>\n
A Japanese-language ability requirement has also been included in the revised framework, although the relevant provision is scheduled to apply from April 1, 2027.<\/p>\n
Japan has also sharply increased the permanent residency fee. From October 1, 2026, the fee for permanent residency is \u00a5200,000, compared with the previous \u00a510,000. Applications accepted by September 30 will remain subject to the previous fee even when approval is granted after October 1.<\/p>\n
The Immigration Services Agency said the revised framework reflects the long-term nature of permanent residency and places greater attention on financial self-sufficiency, compliance with social obligations and the applicant\u2019s ability to establish a stable life in Japan.<\/p>\n
