Whenever a new government scheme is announced, the first question that pops into people’s minds is: “What’s in it for us?” The Federal Board of Revenue has recently rolled out a mobile application called the “Retailer Scheme App”<\/strong> for small traders and shopkeepers, aimed at letting them complete registration, tax payment, and return filing entirely from their mobile phones. With this announcement, small shopkeepers now find themselves holding their phones, one eye on the app and the other on the mirage of this “green plate,” which supposedly, once mounted outside the shop, will make all their troubles vanish. But is that really the case? Let’s take a closer look.<\/p>\n

It begins with downloading the app. The shopkeeper enters basic details about his business \u2014 no lengthy paperwork, no running around government offices. The form has been kept simple enough that even an ordinary shopkeeper can fill it out without any outside help. Once the information is submitted, the system automatically generates a PSID<\/strong>, the payment reference number. Up to this point, the process is straightforward. The real test begins after that.<\/p>\n

The question isn’t how good the app is \u2014 the question is what it will cost. The scheme sets a minimum annual payment of Rs 25,000<\/strong>, and beyond that, the shopkeeper’s actual tax burden will depend on his turnover and the scheme’s specific conditions. In other words, simply generating a reference number is no achievement \u2014 the real story lies in making the payment and then filing the return. Shopkeepers who download the app and sit back comfortably may be forgetting that this is only the first step, not the destination.<\/p>\n

Once the return is filed successfully and the required tax is paid, the shopkeeper receives a digital green plate<\/strong>, carrying his NTN, shop details, and a QR code. Those hoping for the physical plate, however, will need some patience; obtaining it from the relevant FBR office may take roughly two weeks<\/strong>. So anyone assuming the plate will appear on their shop the moment they file their return should set that expectation aside.<\/p>\n

Now comes the part this whole column was really written for. The biggest selling point of the green plate is that shopkeepers who have it will be exempt from the Point of Sale (POS)<\/strong> requirement, and FBR officers won’t show up for routine tax inspections at their shops. Clearly, these are the two things putting a sparkle in shopkeepers’ eyes. The government’s intent seems obvious too \u2014 carrot and stick, together: pay your tax, get your relief.<\/p>\n

But caution is warranted here. Having a green plate does not mean a shop is completely exempt from all legal or tax action. This facility remains conditional on the terms of the scheme itself \u2014 accurate information, timely payment, and continued compliance. Shopkeepers who mount the plate and then assume they’re in the clear may find themselves in trouble later.<\/p>\n

The question isn’t whether FBR has built an app \u2014 the question is whether Pakistan’s shopkeeper class, long accustomed to staying outside the tax net, will this time be willing to register. How many will be drawn in by the lure of the green plate, and how many will dismiss it as just another government experiment \u2014 that verdict will come in the months ahead.<\/p>\n
