Islamabad (HRNW):<\/strong> Questions have emerged over the government\u2019s banking arrangements for Hajj 2027 even before the formal process for receiving applications from pilgrims has begun. The Ministry of Religious Affairs and Interfaith Harmony has designated HBL Islamic<\/strong> as a special banking partner for Hajj 2027, prompting calls for greater transparency regarding the basis and procedure of the selection.<\/p>\n

According to an announcement issued on August 10, 2026, HBL, through its Islamic banking division, will collect Hajj payments from pilgrims. The ministry has also established a dedicated Shariah-compliant account<\/strong> with HBL Islamic. Pilgrims will reportedly be able to make payments through digital channels, including the ministry\u2019s online web portal.<\/p>\n

The arrangement appears aimed at making the Hajj application and payment process more digital, convenient and efficient by using HBL Islamic\u2019s banking network and digital payment infrastructure.<\/p>\n

The agreement was signed in Islamabad in the presence of Federal Minister for Religious Affairs and Interfaith Harmony Sardar Muhammad Yousaf. Officials from the ministry and senior representatives of HBL Islamic attended the signing ceremony.<\/p>\n

Why Were Other Banks Not Given an Opportunity to Compete?<\/h3>\n

The central question is not whether HBL Islamic has the capacity to provide these services. Rather, it is why the bank was given a special status and what transparent, competitive and legally defensible process was used for its selection<\/strong>.<\/p>\n

Were bids invited from other eligible banks? Was a public tender, expression of interest or another competitive procurement process conducted? What were the eligibility criteria and technical and financial evaluation standards?<\/p>\n

The government should also clarify why other banks, particularly institutions with Islamic banking operations, nationwide branch networks and advanced digital payment systems, were not given an opportunity to compete for the responsibility.<\/p>\n

Questions Regarding Public Procurement and Transparency<\/h3>\n

The issue also needs to be examined in the broader context of transparency in public procurement.<\/p>\n

If, as publicly reported, questions have previously been raised regarding government arrangements made without competitive tendering, the Ministry of Religious Affairs should clarify how the Hajj 2027 banking arrangement complies with applicable procurement, transparency and financial rules<\/strong>.<\/p>\n

It is possible that the appointment of HBL Islamic has a fully legal, transparent and well-founded justification. If so, the ministry can address public concerns by making the relevant justification and selection process available to the public.<\/p>\n
