Islamabad (HRNW)-\u00a0Prime Minister Shehbaz Sharif has directed authorities to accelerate reforms in the Oil and Gas Regulatory Authority (OGRA) and strengthen the digital monitoring of Pakistan\u2019s fuel supply chain to ensure transparency and prevent hoarding and profiteering.<\/p>\n
The directives were issued during a high-level meeting chaired by Prime Minister Shehbaz Sharif to review OGRA reforms and measures aimed at improving the institution\u2019s capacity and regulatory performance.<\/p>\n
The Prime Minister instructed officials to ensure the uniform implementation of the government\u2019s reform agenda across all institutions and called for the development of a strict fuel transportation monitoring system based on the Federal Board of Revenue\u2019s (FBR) modern tracking model.<\/p>\n
He directed that the entire fuel supply chain, from ports and oil refineries to petrol pumps, be digitally monitored through the use of modern technology and software. He also ordered the appointment of reputable private-sector experts to strengthen OGRA\u2019s institutional capacity, with transparent recruitment for every specialized position.<\/p>\n
Shehbaz Sharif said the government would provide all necessary professional support for OGRA\u2019s restructuring and reforms. He emphasized that every public rupee must be protected and warned that no one would be allowed to exploit consumers or interfere with the regulatory system.<\/p>\n
The Prime Minister also instructed authorities to establish formal coordination between regulatory agencies and their respective ministries while accelerating the upgradation of oil refineries under the government’s approved policy.<\/p>\n
During the meeting, the OGRA Chairman briefed participants on the authority\u2019s current performance, operational challenges and a comprehensive institutional reform plan.<\/p>\n
Officials informed the meeting that OGRA has made significant progress in digitally monitoring the oil supply chain through systems including the National Monitoring Dashboard, Tanker Track and Trace System, Depot-Tank Telemetry, Rahguzar Mobile App, Digital Sales Entry System at Petrol Pumps, and the Central Monitoring Cell, enabling effective oversight of petroleum product movement, storage and sales.<\/p>\n
The Prime Minister was informed that during July 2026, a data-driven enforcement campaign detected several cases of hoarding, unnecessary supply disruptions and other violations, resulting in show-cause notices, requests for explanations and legal action against those responsible.<\/p>\n
The meeting also reviewed OGRA\u2019s broader reform agenda, which includes digitalization, restructuring of the enforcement system, establishment of a compliance wing, licensing reforms, improved legal management, stronger financial resources and institutional restructuring.<\/p>\n
Appreciating the reform program, the Prime Minister directed that the modern digital monitoring system be made fully operational as soon as possible to ensure complete transparency, effective oversight and the elimination of hoarding and illegal profiteering in the oil and gas sector.<\/p>\n
He stressed that ensuring an uninterrupted fuel supply and fair prices for the public remains the government’s top priority and said that negligence and corruption in the sector would not be tolerated.<\/p>\n
The Prime Minister further directed the relevant ministries and institutions to expedite all legal, administrative and policy measures necessary for OGRA\u2019s reforms and institutional capacity building to create a more effective, transparent and modern regulatory framework.<\/p>\n
