{"id":22960,"date":"2026-07-23T12:48:48","date_gmt":"2026-07-23T12:48:48","guid":{"rendered":"https:\/\/www.hrnww.com\/?p=22960"},"modified":"2026-07-24T12:50:59","modified_gmt":"2026-07-24T12:50:59","slug":"transparency-international-pakistan-demands-probe-into-alleged-irregularities-in-sindh-adp-budget-process","status":"publish","type":"post","link":"https:\/\/www.hrnww.com\/?p=22960","title":{"rendered":"Transparency International Pakistan Demands Probe into Alleged Irregularities in Sindh ADP Budget Process"},"content":{"rendered":"<p><strong>Karachi (HRNW)<\/strong> \u2013 Transparency International Pakistan (TIP) has demanded an immediate, transparent, and impartial investigation into alleged procedural irregularities and possible manipulation in the <strong>Annual Development Programme (ADP) of Sindh for the fiscal year 2026-27<\/strong> during the budget preparation process.<\/p>\n<p>In a letter issued on <strong>17 July 2026<\/strong>, Transparency International Pakistan stated that it received a complaint alleging that certain unauthorized changes were made to approved development schemes and budget allocations of various departments through the newly introduced <strong>Budget Book Making System (BBMS)<\/strong> developed by the Planning &amp; Development (P&amp;D) Department.<\/p>\n<p>According to the letter, the objective of BBMS was to make the budgeting process digital, transparent, and easier to monitor. However, the complaint alleged that after budget approval, the <strong>Culture, Tourism, Antiquities and Archives Department<\/strong> formally pointed out on <strong>18 June 2026<\/strong> that the development portfolio uploaded in BBMS differed from the portfolio submitted by the department for approval, resulting in changes to development schemes and fund allocations.<\/p>\n<p>The document stated that on <strong>7 July 2026<\/strong>, the Chief Secretary Sindh suspended only two junior officers in connection with the matter. However, Transparency International Pakistan questioned whether holding only subordinate officials responsible was sufficient, stating that a complete <strong>forensic and administrative audit of the entire budget-making process<\/strong> was necessary to identify the actual individuals responsible.<\/p>\n<p>In its preliminary assessment (<strong>Prima Facie review<\/strong>), TIP stated that the allegations appeared to require serious examination. The organization recommended that the P&amp;D Board review all electronic records, audit trails, log files, and approval records of the BBMS system to determine when, by whom, and for what purpose any alleged changes were made.<\/p>\n<p>Transparency International Pakistan has urged the Chief Minister of Sindh to:<\/p>\n<ul>\n<li>Conduct a complete, transparent, and impartial inquiry through the P&amp;D Board.<\/li>\n<li>Carry out a forensic review of BBMS electronic records, audit trails, and digital logs.<\/li>\n<li>Take legal action against responsible officials and authorities if the allegations are proven.<\/li>\n<li>Ensure accountability throughout the decision-making chain instead of limiting action only to junior officers.<\/li>\n<\/ul>\n<p>Copies of the letter have also been sent to the <strong>Chief Secretary Sindh, Minister for Planning &amp; Development, Chairman P&amp;D Board, Minister for Culture, Secretary Culture, and Registrar Sindh High Court<\/strong>.<\/p>\n<p>Transparency International Pakistan clarified that it is not the complainant in this matter but is acting as a <strong>whistleblower under Article 19-A of the Constitution of Pakistan<\/strong>, drawing the attention of relevant authorities towards protecting the public\u2019s right to information and ensuring transparency, accountability, and rule of law.<\/p>\n<p>\ud83e\udd1d <strong>Support the World\u2019s No. 1 Human Rights News Agency \u2013 HRNW<\/strong><br \/>\n\ud83d\udc49 <a href=\"https:\/\/www.hrnww.com\/?page_id=1083\">https:\/\/www.hrnww.com\/?page_id=1083<\/a><\/p>\n<p>\u26a0\ufe0f <strong>Important Note<\/strong><br \/>\nThis report is based on the statement, letter, and information provided by Transparency International Pakistan.
