Karachi (HRNW)<\/strong> \u2014 A major alleged financial scandal has surfaced in the Sindh Government\u2019s Services, General Administration & Coordination Department, with official documents revealing significant irregularities in payments running into tens of millions of rupees. According to the records, three firms \u2014 M\/S Enterprises, Sadiq & Company, and Muzaffar Autos \u2014 received payments exceeding 45 million rupees, while inquiry findings suggest that all three entities are owned by the same person.<\/p>\n

Documents indicate that, to avoid open tendering, the work was allegedly split into smaller vouchers. On one single day, payments of more than 8.471 million rupees were processed through 30 different vouchers. In December 2025, a further amount exceeding 14.7 million rupees was cleared via 27 vouchers, and by February 2026, additional payments of over 20 million rupees had reportedly been made.<\/p>\n

The inquiry has raised allegations that DDO Fawad Junejo misused his official authority to benefit a preferred contractor, while Muzaffar Hussain Siddiqui is described as an alleged front man who received unlawful advantages through three different companies. The documents also point to violations of the Sindh Public Procurement Rules 2010, including ignoring mandatory open tendering requirements under Rules 12 and 15, which resulted in substantial payments being routed to a single beneficial owner via multiple company names.<\/p>\n
