The organization has urged the Indian government to ensure that regulatory reforms remain consistent with international human rights obligations, particularly the right to freedom of association.

According to Amnesty International, the amended regulations introduce additional compliance requirements for organizations receiving foreign contributions. The organization argues that these measures may increase administrative burdens and could affect the ability of NGOs to operate independently, particularly those engaged in advocacy, legal assistance, environmental protection, public health, education, and humanitarian relief.

Amnesty International stated that independent civil society organizations play a vital role in democratic societies by providing humanitarian services, supporting marginalized communities, promoting transparency, and contributing to public policy discussions. The organization emphasized that international human rights standards recognize the ability of civil society groups to seek, receive, and utilize funding as an important component of the freedom of association.

The NGO called upon authorities to ensure that any regulatory framework governing foreign funding is transparent, proportionate, non-discriminatory, and implemented in a manner that does not unnecessarily restrict the legitimate activities of non-profit organizations. Amnesty noted that effective cooperation between governments and civil society contributes to sustainable development, social inclusion, and improved public services.

Human rights organizations have observed that NGOs working in areas such as disaster response, education, healthcare, environmental conservation, women’s empowerment, disability rights, and child protection often rely on international partnerships to complement domestic resources. Maintaining an enabling environment for these organizations, they argue, strengthens humanitarian response capacity and community development initiatives.

The development comes amid broader international discussions concerning civic space, human rights defenders, and the role of independent organizations in advancing accountability and democratic governance. International institutions continue encouraging governments to maintain constructive dialogue with civil society while ensuring compliance with international legal commitments related to human rights and fundamental freedoms.

Founded in 1961, Amnesty International operates in more than 150 countries and territories through research, advocacy, public awareness campaigns, and engagement with governments and international institutions. The organization continues monitoring developments affecting civic freedoms, freedom of expression, and human rights defenders across the world.

Human rights experts note that transparent legal frameworks, meaningful public consultation, and cooperation between governments and civil society organizations remain essential for promoting inclusive development, protecting vulnerable communities, and strengthening democratic institutions. They emphasize that balanced regulation can support both accountability and the continued contribution of NGOs to national development.

Support Appeal

Support the World’s No.1 dedicated Human Rights News Agency to enhance its mission of promoting justice, equality, peace, democracy, and human dignity worldwide.
