WASHINGTON (HRNW)<\/a>:<\/strong> The United States on Saturday strongly rejected claims that its latest Ukraine proposal reflects a Russian-driven agenda, pushing back against a group of senators who alleged that Secretary of State Marco Rubio described the draft plan as nothing more than a Moscow \u201cwish list.\u201d<\/p>\n

The controversy centers on a 28-point document<\/strong> that includes major concessions to Russia, including territorial compromises long demanded by Moscow. The conflicting statements have added confusion to already sensitive diplomatic efforts aimed at ending the ongoing war.<\/p>\n

US President Donald Trump has been urging Kyiv to review the proposal quickly, insisting that negotiators finalize a direction within days. Talks are scheduled to continue in Switzerland on Sunday.<\/p>\n

Speaking at the Halifax International Security Forum in Nova Scotia, Canada, senators Mike Rounds (Republican), Angus King (Independent), and Jeanne Shaheen (Democrat)<\/strong> said Rubio indicated the plan did not originate from Washington.<\/p>\n

Rounds stated that the draft presented to them appeared to be a document that \u201ccame from someone representing Russia,\u201d and was passed to Trump\u2019s diplomatic envoy, Steve Witkoff<\/strong>.<\/p>\n

King echoed the concerns, saying the leaked document \u201clooks like a Russian wish list\u201d rather than an official US framework.<\/p>\n

The draft plan reportedly includes provisions that would require Ukraine to give up contested territories, limit its military capabilities, and formally commit to never joining NATO.<\/p>\n

Trump has said the proposal is not his \u201cfinal offer,\u201d but insisted he wants to end the conflict \u201cone way or the other.\u201d<\/p>\n

Rubio Insists Proposal Was Crafted by the US<\/strong><\/h3>\n

In contrast to the senators\u2019 claims, Secretary of State Marco Rubio<\/strong> insisted the document was indeed shaped by the United States government.<\/p>\n

Rubio said the proposal is a \u201cstrong framework\u201d that incorporates viewpoints from both Russia and Ukraine.<\/p>\n

However, Shaheen and Rounds said they spoke directly with Rubio while he was traveling to Geneva for the next round of talks, and described him as \u201cvery frank\u201d about the origins of the document.<\/p>\n

Rounds added that the language and structure of the plan \u201cdid not resemble something that usually comes from our government,\u201d suggesting it looked like it was \u201cwritten in Russian first.\u201d<\/p>\n

Concerns Over Rewarding Russian Aggression<\/strong><\/h2>\n

Senator Angus King stressed that any credible peace initiative must ensure that Ukraine\u2019s sovereignty is fully respected.<\/p>\n

\u201cWe want a fair and just peace that does not reward aggression and protects Ukraine\u2019s security,\u201d he said.<\/p>\n<\/blockquote>\n

A separate group of US senators\u2014including members from Trump\u2019s own Republican Party\u2014also criticized the current proposal. They warned that offering concessions to Moscow could undermine Ukraine\u2019s ability to defend itself.<\/p>\n

\u201cWe will not achieve lasting peace by granting concession after concession,\u201d the senators wrote in a joint statement.<\/p>\n<\/blockquote>\n

Republican Senator Mitch McConnell<\/strong> said that rewarding Russia for its invasion would be \u201cdisastrous for America\u2019s interests.\u201d
