Gaza (HRNW)- Hamas has reportedly set a new condition for the second phase of the ceasefire agreement, seeking to include its civil servants and police force in the new administrative structure of Gaza. According to Reuters, Hamas sent a letter to over 40,000 civil servants and security personnel, instructing them to cooperate with the National Committee for the Administration of Gaza (NCAG), the technocratic body formed under the Trump plan to oversee Gaza’s affairs.
This includes approximately 10,000 Hamas police officers who patrol areas under Hamas control. While Hamas claims the United States and Israel are aware of this demand, Israel has strongly rejected any formal role for Hamas in Gaza’s future administration. Hamas intends to present this request in upcoming talks with the United States, which is attempting to form the new Palestinian administrative structure.
The ceasefire, brokered in October last year, ended the ongoing war in Gaza since 2023. In the first phase of the agreement, Hamas returned all living Israeli hostages and handed over the bodies of the deceased. The NCAG is designed to manage Gaza’s affairs under American supervision without formal Hamas participation, though Hamas still retains practical control over roughly half the territory.
